When he got caught, 41-year-old Rostam Salim admitted his wrongdoing to the police.
It is alleged that in the early hours of Sept 22 last year, Rostam came across a 45-year-old woman sleeping at an Hougang void deck.
He lifted her skirt, pulled down her underwear and cut it with a penknife.
Rostam also attempted to steal her Nokia mobile phone.
In court last week, he changed his mind at least four times about whether he had committed the crimes.
Each time District Judge Lee Poh Choo asked if Rostam understood the nature and consequences of his crime, he would retract his plea.
He faces one charge each of using criminal force with intent to outrage modesty, theft, and possession of an instrument with intent to commit an offence.
If convicted, he faces a jail term of three years and a fine.
When Judge Lee asked a fourth time if Rostam was sure about pleading guilty to his crimes, he simply said he was sorry for what he had done.
The case is now set for a pre-trial conference on Feb 27.
